Peru: two months of mobilizations. Why don't Boluarte and Congress fall?

From each mobilization and in all the notes that we have brought to our readers, We highlight the power of the popular insurrection that has been developing in Peru for two months, with unprecedented characteristics that we have tried to describe based on our direct participation in the process with our colleagues from the International Socialist League.
More of 60 days of road closures, regional strikes, airport shots, the general strike of the last 9 February, the movements of thousands of peasants towards Lima, the massive demonstrations throughout the country, everyone behind a goal: Boluarte's resignation and the closure of Congress. If we add to that the more than 60 deaths, the thousands of injured and detained, We must conclude that the will to end the institutions that oppress us is persistent and nothing yet indicates that it will stop soon..
Nevertheless, despite the heroism shown by the Peruvian people, We revolutionaries must also ask ourselves, Why does Boluarte remain in the Government? Why do congressmen insist time and time again on being bolted to their benches?? How is it that such an expression of rejection has not swept away this illegitimate government supported by the corrupt Congress and brutal repression??
As we have already stated on several occasions, In Peru there is an irreversible institutional and bourgeois regime crisis; The Boluarte government and the congressmen have a rejection that exceeds 80% according to surveys by the monopolistic groups of the press addicted to power factors. Today the government survives based on an agreement with the Armed Forces and the police, and with the business community, especially those linked to the financial sector. It is also easy to see that the most reactionary and racist sectors support the government., who refuse to recognize Peru as a multicultural and plurinational nation.
Not only the bourgeoisie supports the government and the regime of '93
In Boluarte, The congress, The Judiciary and the entire political regime inherited from Fujimorism also survive due to a series of additional but very important factors that we cannot ignore..
Although we must value the self-organization process of all the sectors that fight, There has not yet been a leap towards the coordination and formation of a democratic leadership of the entire process that is also independent of the old bureaucracy of the CGTP and the false left.. Unfortunately the working class has not been homogeneously integrated into the struggle. Except for the miners in the south and the fishing and teaching sectors., who have been mobilized since day one, The rest of the workers have not yet been able to fight to overcome the CGTP bureaucracy and join the fight beyond unanimously sharing the rejection of the government..
Not only the right wants to stop the mobilization
What is at stake in this situation is the questioning of an entire regime; They are not only the just demands against misery and subordination to the interests of the powerful. We fight to defeat the '93 regime, We fight to break with the capitalist structure of Peru that condemns us to misery, we fight to break dependence on imperialism. But meanwhile, The center left does not participate or does so only to demand the advancement of elections. The same as the CGTP, pressured by the bases, should have called a general strike when it had not done so since last year 1977; but he made an effort not to give it continuity, trying to isolate the whole process.
As we have stated, Boluarte not only has the explicit support of the bourgeoisie but also the inconsistent policy of the union centers and the parliamentary left, which are terrified with the demands of the mobilization and become an objective ally of the government and the regime..
That's why it doesn't attract attention then, an alliance that some may find curious, Both Fujimorists and pseudo-leftists propose advancing the elections, agreeing on an interest: that the situation does not overflow, and to this end, both agree that the hypothetical elections take place within the institutional framework of the '93 Constitution and could be promoted by the Boluarte government itself., that is to say, that we could only choose between the same ones that we repudiate today due to the limits imposed by the current Fujimori institutionality..
We must also highlight the explicit support, or by omission, that the majority of Latin American governments and imperialism give to this illegitimate government, who, out of fear of the power of mobilization, only dedicate themselves to calling for useless calls for dialogue between executioners and victims.
In opposition to the silence and hypocrisy of those governments, hundreds of events in front of embassies, consulates, Plazas and shopping centers are made throughout the world expressing solidarity and support with the struggle of the Peruvian people, many of them promoted by our own International Socialist League.. As part of that same internationalist policy, the national leaders of the MST of Argentina, Nadia Burgos and Cele Fierro were in Peru accompanying the protests and collaborating with the organization of our colleagues.
There is a way out of the hands of the workers, the people in struggle and the true left
This debate takes place on the one hand, among those who believe that capitalism can be humanized by extracting concessions from it, and on the other, among those of us who are convinced that we must change everything.
From the International Socialist League and together with our Peruvian colleagues, We have been promoting the coordination and formation of a government of popular organizations, that responds democratically to the needs of those below and that calls for a truly free and sovereign Constituent Assembly so that the people decide what type of institutionality we should implement in Peru. We maintain that the capitalist system shows us in Peru, in Latin America and around the world, that is incapable of giving the slightest response to our immediate needs. Capitalism can only offer us greater marginalization, environmental destruction and subjection to semi-slavery.
That is why it is essential that revolutionary socialists unite behind a program to break with everything old., May we move forward accompanying our people to defeat Boluarte, let's close Congress, that we call to form a government of those from below, workers, farmers, students and precarious peoples and the revolutionary left that calls for the Constituent Assembly as continuity of the mobilization process.
The popular insurrection begins to go through decisive hours, If the mobilization continues and the limitations we describe are overcome, the blood of our martyrs will not have been shed in vain, the conditions are in place to win, but it is essential to coordinate, and be part of a direction that really proposes it.
